On June 22, 2026, the White House issued Executive Order 14412 mandating that all US federal agencies migrate to post-quantum cryptography by 2030 and quantum-resistant digital signatures by 2031. Yet DigiCert's 2026 survey of 1,001 enterprise security leaders found that while 87% have a post-quantum migration plan, only 7% have deployed any quantum-safe algorithms in production. This 80-point gap between planning and deployment — against a fixed federal deadline — means the next four years will see a forced acceleration of cryptographic infrastructure replacement at a scale comparable to Y2K remediation, but with significantly more complex coordination requirements across supply chains, APIs, and cross-border systems. Organizations that delay will face a compounding problem: every system migrated late must also verify that its partners, vendors, and dependency chains have completed the same transition.
